Summary:  From 2004 to 2013, the Village of Westmont endured a number of heavy rains resulting in a tremendous amount of flooding in the community. In 2008, the Village held a special meeting to hear resident concerns about a recent flood and a good deal of data was collected. Unfortunately, due to the downturn in the economy, the Village did not have funding to address these concerns. In 2013, the Village and northeast Illinois experienced a record flood event. The Village has another special meeting, but this time, residents were ready to demand action and get involved. As the person who facilitated the 2008 public meeting, I approached the Village Mayor and Manager and suggested a course of action: 1) create a citizens stormwater committee to secure community involvement to find solutions to this problem, and 2) begin discussions about going to referendum to secure special funding for this initiative, which would be a win-win proposition - if the citizens approved the referendum, then the Village would have monies to address stormwater, and if the referendum was denied, then the municipality could always point to that fact and state that the citizens didn’t feel this issue was a priority.
