CWS Design, Operations and Maintenance Regulations

Dear Stakeholder:

The Illinois Environmental Protection Agency wishes to thank you for your value added input and assistance in getting the proposed rules governing the design, operation and maintenance of community water supplies filed with the Illinois Pollution Control Board.  You may recall, the regulatory proposal contains revisions to Subtitle F of the Board’s rules for community water supplies.  The proposed rules are the culmination of five years of work from an Illinois EPA workgroup.   The newly proposed Part 604 consolidates current community water supply operation, design and maintenance rules into a single, cohesive part.  It covers source development, source water protection, aeration, clarification, filtration, disinfection, softening, stabilization, anion exchange, iron and manganese control, taste and odor control, powdered activated carbon, chemical application, pumping facilities, storage, distribution and cross-connections. The regulatory proposal also includes Operating Permits by Rule for water main extensions and construction projects not requiring disinfection.

In response to the Agency’s filing, the Illinois Pollution Control Board will hold two public hearings and accept comments before the rules are filed with the Secretary of State for First Notice publication in the Illinois Register.  If you are interested in participating in this rulemaking, you can contact the Illinois Pollution Control Board and asked to be included on the notice list.

The proposed rules and supporting documentation prepared by the Agency can be viewed on the Clerk’s Office On-Line at .
