the efficient use of water within their service area. The structure to
approve, administrate, and enforce the measures already exists within local
communities, making this the ideal method to gain lasting demand management at

three sets of water use efficiency building codes: IAPMO Green Plumbing and
Mechanical Supplement, the ICC International Green Construction Code, and the
